New legislation process during emergency period

Pursuant to a new legislation passed by the Parliament of Hungary the following shall apply from here on until the revocation thereof by the Parliament upon the termination of the state of danger.

In order to guarantee the security of life, health, property, the personal safety, and legal security of citizens as well as to safeguard the stability of the national economy, the Government may, by decree, suspend the application of certain laws, derogate from statutory provisions, and take other emergency measures during the period of the state of danger. The Government may exercise these powers to the extent necessary and proportionate to the objective pursued for the purposes of prevention, treatment, and eradication of the human epidemic, as well as the prevention and avoidance of any adverse effects thereof.

The Parliament authorizes the Government to extend the period for which the Government Decrees passed during the state of danger stay in force for the entire period of the state of danger. The Parliament may repeal this authorization prior to the termination of the state of danger.

The Government shall provide regular information on the measures taken up until the expiry of such measures in order to eradicate the state of danger during the sessions of the Parliament or, in the absence of such sessions, to the speaker of the Parliament and the political group leaders.

The Constitutional Court shall operate during the period of the state of danger.

Any decision on the dissolution of the representative body of a local or minority government may only enter into force following the termination of the state of danger.

No interim election may be set or held during the state of danger.

No referendum may be held during the state of danger.
